I sent this over to another site as well, but I came across a blog that appears to be referring to a new Google service in the works. It's kind of criptic in how it refers to Google (if that is indeed what it is referring to) so I'm not 100% positive it is indeed Google that is being talked about (so don't blame me if I'm wrong!) But it has to do with a new way to distribute coupons. If nothing else, it is an interesting idea.

Is this in Google Maps or a related blog? Google Local Business Center?

Nah, what I came across had more to do with some sort of small handheld device that you would take with you to the grocery store and use to scan barcodes on prodcuts as you select them. After scanning a product, the device would tell you if a coupon was available for it. If one was available and you wanted it, it would then print it out for you on demand via a built in coupon printer. It appears the whole thing would be supported by some sort of online coupon platform (i.e. similiar to an online ad platform.)
