We've done similar things for clients in the past, we're a bit busy at the moment, though it's something you could well manage yourself.
You have a few options,
1. Creating sites on 3rd party properties like MySpace, Googlepages, Blogger, Wordpress, Wikipedia etc that are then optimised and ranked above the offending pages.
2. Creating subdomains and indented listings on your existing domain to generate more than one listing for your URL on the query
3. Building links to existing results for the serach query, with the aim of pushing them above the offending article.
4. Submitting press releases
5. Paying 3rd party sites to host optimised articles for the query
Ideally, for best results a mixture of the above would be used, results aren't that quick though, it all depends on the strength of the site that you're trying to push down. Also creating/optimising 19 web properties isn't particualy easy either.
You could try contacting the offending site to see if they'll remove the article for goodwill/payment, equally this could backfire if they decide to publicise your approach.

Actually the solution is a lot easier. Stop doing things that get you listed on Rip Off Report. No really.
If you didnt deserve the bad publicity on ROR then they do have areas where you can contest the listing. Its under the corporate advocacy link.
Now I do believe that most of these "listing sites" are just as scammy as the sites they list. They list you without research or justification and then charge you to get unlisted. They tend to wield a lot of power because consumers love to blame everyone but themselves and are quick to report a perceived violation but rarely will return and report that THEY were either wrong, or the "offense" was corrected. So they have a TON of sensational reports on companies doing bad things and this attracts traffic and thus high rankings.
Not much you can do here except look at the cost of getting unlisted and determining if it is worth it to you to pay the blackmailer.

assuming you're on the up-and-up, is there any way to contest someone's claim or sick a lawyer on them over this? Or does that end up backfiring too?

If the claim is genuinely false then I would go down the route of a cease and decist followed by legal action. Bullying tactic rarely work against a determined site owner who is sure of their legal ground though, more often than not it backfires and can result in a lot more bad press.
