question from a nooB

i'm in the market for any company to get me to the top of the main stream search engines. i found http://www.searchenginesnow.com/index.html , and the guy i conversed with about a plan was being pretty negotiable about a plan. i know absolutely nothing about this stuff, and i'm on a limited budget for this project. has anyone had any experience with this company, or what companies with good pricing would the wizards of experience from here, suggest i look into?
