There are many multi-tier programs that reimburse the commissions on referrals. But, if someone persuades others to join for the programs without being an affiliate himself, is it allowed by the merchants and networks. Say, I know some publishers and make them join a particular network or program. I will promise a lower commission than provided by the program and have my share. This way I will act as negotiator. The principal amount will be received by me and I will distribute a part of it to the affiliate.

I read about sub affiliates and may be some networks or merchants allow it. But, I am not sure if its true and if there really are any such programs. There is one more thing I want to know. Do affiliate networks or merchants have projects for intermediary services?

I think what you're talking about with multi-tier are MLM (multi-level marketing) programs, which are completely different from affiliate marketing. And using sub-affiliates is the model of CPA networks, which AFAIK are for the most part used for lead generation, which can be perilous territory.

Question: why would a sub-affiliate sign up under someone for less commission rather than as an affiliate with the original "merchant" for a higher commission, unless they wouldn't be accepted into the merchant's program in the first place, for which there's generally a good reason?

My program offers 3% of the sub-affiliates sale...the sub affiliate still gets the regular affiliate cut of 25-40% ...hope that helps :)
