From what I understand, keywords in url's don't hold that much weight but just for arguments sake:
On the assumption that "News" was a keyword for your site's News page, what would be a better page name in terms of SEO.
- your-domain.com/news.php
- your-domain.com/news/index.php
- your-domain.com/news/news.php

Personally, I prefer doing something like yourdomain.com/news/ but it's no more than a preference at that point. As long as your URL's contain legible keywords used appropriately, and your naming convention remains consistent when farming out links, you should have no problems.
Even so, you should know that URL keywords aren't "integral" to SEO, but can definitely help in the click-through process when searchers see your organic listings with the bolded keywords. You do get some SEO brownie points with SE's for having keywords in your URLs, but I've never seen a URL keyword tip the scales alone to move a site up the ranks.

yeah, no doubt, true dat.
The optimal form for URL structure would be www.domain.com/news/ - but you're not shooting yourself in the foot if you don't do that. Plenty of sites rank without the folder structure. But as the keyword gets more competitive, every edge helps. Kinda like a competitive swimmer, shaving body hair to make the body as aerodynamic as possible....or is it hydrodynamic? I don't know - something like that. hope you get the idea.
