If your web site link shows up on another web site on the side as an "add by Google" does that hold the same weight (as far as search rankings go) as if the sight had you on their links page?

No, links in Google ads don't offer any link power.

Paid links passing PageRank are against Google's terms and conditions.

Google's "secret sauce" if you will, is actually called PageRank. "PageRank relies on the uniquely democratic nature of the web by using its vast link structure as an indicator of an individual page's value." Because PageRank relies on links "of merit" to identify quality sites, some folks try to buy links to their site from other sites for the purpose of seeming more valuable in the eyes of search engines. Google views this activity as an attempt to manipulate search engines. To identify paid links Google asks that webmasters use "nofollow" tags in their HTML source code to stop the flow of PageRank to sites buying links not based on merit.

Thanks - I learned something new. Do you think very many webmasters actually use the "nofollow" tags? Is there any way to determine if they are using the "nofollow" tags if your link is on their site?

You can view the source, search for your link and look for rel="nofollow"

no those two things are both different... ads are only meant as it is :)
