Gambling PPC in Italy

This is my first post although I have been a bit of a lurker here on and off for some time.

I am currently looking into the possibility of advertising in the Italian market for one of my gambling clients.

My understanding so far is that they need to have a licence issued by the Italian government.

Assuming this is correct and the only requirement, what else needs to be done to commence PPC activity?

I suspect there may be controls that restrict the type of site I can advertise (ie I can only direct traffic to Free Play sites) but cannot find information to de-bunk or verify this.

If gambling advertising is okay in Italy you just need to restrict your AdWords to countries that allow gambling PPC - it may require an exclusion and then a human approval but I would set up the account for poker etc. and see what happens... worse case they do not allow and you know there is more to be done to get approval.

Thanks - do you know of any search-engines other than Yahoo, MSN & Miva specific to the Italian market? I looked into several but all seemed to be running Yahoo ad's so was hoping to find some other alternative choices
