i agree with jhen. If you're looking for a link partner, you should create an effective letter to convince webmaster to exchange link to your site. Just include in your letter how they would benefit to your site. be creative, use some enticing and convincing words.:)

Try to do link exchange with relevant websites and reciprocal directories and submit first your site into directories. once your web pages get indexed into search engines and your web pages acquires some pr, it will become easy for you to do link exchange.
