Writing keyphrases for the longtail

I'm building up some keyprases/keywords for the long tail but I'm a bit confused as to how to do it.

For example:
Is this: "hire + usb datacard"
The same as this: "hire usb datacard"

Yes they would be the same since the plus is not seen as a character just an instruction that would happen anyway inside the quotes

you could try "hire" + "usb datacard" though I would build the long tails as phrase and exact matches with negatives to help
