Does any one know the going rate for a one-way permenant text link?
If not, then how much is it worth to you?
That is like saying, does anyone know the going rate for a meal?
Are we talking lobster or PB&J?
Bottom line, to answer your question we need a lot more information!

Tushay Beu! We are speaking about text links in bulk. 100 to 130 one way text links per day on a range from 0 pagerank up to about 6.
So Beu, we think it would be PB & J to a Sunday roast dinner.

It's worth as much as you want to pay for it
