Has anyone observed it before:
While Clicking on the ad diagnostic tool of anykeyword;
it says your ad is not showing, because
"this keyword is not permitted to show your ads in the targeted location."
or
"The keyword phrase doesn't currently trigger any of your ads".

But if we check for the keyword in the Google.com, it shows up with an ad.
