Basically I can only make $ off a particular campaign if my PPC rate is $.15 of less.

When I first started the campaign it was averaging about $0.35-$1.00 per click. A couple days later the keywords were GOOD status and 1 day after that they all were GREAT status. Which is great paying $0.05 per keyword.

However a couple days after it went to OK status at $0.25 per click.

So is the reason for this increase because of a low CTR ratio (my ratio was about 1%).

What are my options? Write a new ad and don't include price to up the CTR?

You've got it on the ad copy testing. That will certainly help improve your CTR. You'll have to temporarily increase your max CPCs so that Google can re-evaluate your keywords' CTRs, and hopefully lower your min CPCs back down.

The other option is to improve your conversion rate through landing page optimization (or possibly ad copy testing), which would allow you to pay a higher CPC for your clicks and still make money. But, I'm not sure if you have control over the landing page, so that may not be an option.

I would look at 7Search and other small engines where you can determine price.... get them working and then deal with the ups and downs of Google et al
