Is there a seach engine that lets me search all the messages on all the forums and message boards on the internet? Does google have a such a functionality?

No but you could search on a site by site basis by using a query similar to:
http://www.google.com/search?q=site%3Asearchenginewatch.com+search+messa ge+boards
