Are there any good companies to buy incoming links from online? Are they all link farms that will result in being penalized by Google? (I have a bail bonds site that I would like to improve on the organic search results side.)
They are not all "link farms" but you should use caution when buying these types of links.

If you intend to buy links and don't know who to broker with, the best way is by checking out sites that are relevant to yours and making the requests on your own.
Buying links could cause violation of Google's webmaster guidelines (http://www.google.com/support/webmasters/bin/answer.py?answer=66736&query=links&topic=&type=) depends on the purpose of purchasing links. If it is intended for a good ranking in search results, then it could cause negative effect.

It may be link farms. So please don't buy links try to make it by yourself.

buy links for traffic not PR
I would recommend the Yahoo directory and business.com
