Unpredictable Content Network?

I have a campaign which is running on both search and content network.
Search network conversions are contant but in content one month it is 15 and in another it fall down to 3.What could be the reason for it?And what are the methods to increase yht conversion rate in content network?

Content can vary daily... sites add content and you end up somewhere that really is not in your niche.... pages disappear... other words are tried on them by adsense arbitragers etc... always a roll of the dice

you also compete with others who's CTR etc may improve and they get more impressions
