I have read about click exchange programs that will help boost your clicks by getting you to click on other sites. If I understand it corectly you submit your site and the group will click your site and ads. As a member I would have to do the same for other peoples adsense sites also. Is this really cheating if ultimatley I look at the advertisers web sites? Isn't that the goal of the adwords program to get people to look at your site? I found other web sites like clickexchangelive.com that sounds like a click exchange but not really. They will put your web site in their site as a link for free. But I think the idea is to click on their ads as a reward for creating the link for you although it doesn't say that. I read another forum that the people who put their web site up there actually get trafic to their site. It's supposed to be some honor system that doesn't really talk about it. Kinda like the mob. Has anyone had experience with this?

No. The goal of Adwords, and any PPC program, is to bring qualified visitors to your site who have a good chance of converting.

Google frowns heavily on "click exchange" sites. See the Adwords Help site for more info:

Why would that not be considered qualified advertising? If someone comes to my site and only clicks an ad they still see that advertisers web site. In fact I think it might even help advertisers reach an audience that they werent exactly targeting in the first place. It could turn into a conversion. I think it depends on the goal of the advertiser. What if the advertiser is looking for traffic only. It would be the same for me paying Adwords only to generate traffic to my Adsense site in hopes that more traffic would generate more ad clicks.

That's called arbitrage, and Google has explicitly stated that these type of sites will be penalized in Adwords:

Google will penalize your website if they discover that you are using such a technique.

Not a good idea, google knows where the clicks come from, and u may get hit with invalid clicks and hurt your rank, don't buy links or clicks, it will not help you in the end.

That verges on illegal. Plus, the terms say don't encourage people to click on the ads. At least that is the way I see it.
