I see several companies offering services to make one's website rank number 1-3 in Google in the first week or less.
Unless they provide MANY GREAT
backlinks to your website, how can they optimize it in such a short ime???
It is either a scam . . . or . . .
do they have some 'friend' at

Chances are, those companies are talking about ranking 1-3 on Google with PPC for some random terms.

Yeah, I can rank your site #1 in about a half hour using PPC - but it's not optimization, it's advertising. So can you. Google will even help you set it up for free.
IMO, this type of advertising is misleading and brings our profession into disrepute.
To my knowledge, there is no SEO company/person with that type of "friend" in Google. Google is so decentralized that there are unlikely to be many individuals who could do anything of the sort. I've yet to see an "action" taken by Google that didn't involve a team effort (ie Matt Cutts talking to someone or other - not Matt Cutts pushing a button personally).
There would have to be a conspiracy involving several people across different departments in order to accomplish any kind of ranking for pay scheme. And it would be a HUGE issue as soon as it got out. And it would. There are too many idealistic employees for anything like that to be covered up for long.
And it most certainly would not be offered for sale publicly to random strangers off a website. I have clients who would pay hundreds of thousands of dollars for an instant shortcut to the top. It's unlikely you are being asked to pay this ;)
In short, this is clearly a "too good to be true" offer. Check the small print. Better yet, talk to an SEO/SEM firm that doesn't offer misleading services.

It is impossible for a site to be ranked at the top of Google in such a short time. Someone must be cheating I think...

Or once you talk to them, the guarantee covers phrases like "finding 1965 ford mustangs in florida".
