That depends on what you mean. Using statcounter certainly helps to provide more backward links for statcounter, because when you install this service, it hides a link in your code that points back to them.
Will it help you get more links that will help you? No, it will not.

Thank you very much. I am new at this. How do I get backward links that is Google "friendly"? My site ([www. jefc.co.za]) rates OK on all the technical stuff with a PR3, but with only 2 backward links. I am hoping the forum pros could point me in the right direction in getting Google friendly backward links. Regards Jan.

Sorry, but we don't really allow you to drop links here ;-)
Without going into a lot of detail, you will need to ask other webmasters to link to you. You might also submit to some directories. Make sure your content is good, unique and valuable and you will have better luck with both of the above. I don't recommend reciprocal links (link swapping). Depending on budget, you could consider hiring a good SEO company or consultant to help you get good links but don't let anyone get you involved in any "rented" links. Link building is it's own science.

On most of the codes from affiliate sites and stat counters, I insert my own "nofollow" in their url. There's generally a live link back to them anyway, that should be good enough.
