that article claims that you by establishing sites via free hosts, you have a free way of getting one way links to your site. is this really effective from an SEO perspective? or is it too insignificant since the free hosted site will not have a relevant domain name and will probably not have very many inbound links?

I have been told of some amazingly creative use of free hosted domains...usually they were more along the lines of spam tons of forums that are not indexed and all kinds of pages all over the web ... one way or another get those unindexed pages to link to your site...then from there you link your free hosted pages into all of those pages to get them indexed. also you need to spam a few more spots to get a few links back to your free hosted page. if you do it right you can get the free hosted page up to a PR5 or so.
(not that I have yet done this, but I do know that not too far back it was helpful in helping people procure top rankings for competitive single word queries)

I didn't read the article, but, how is it that these subdomains are getting link popularity, theme and relevance themselves to pass on? It would require developing the subdomain as well (assuming we are talking what are claimed to be "above board" tactics) - which can easily be done with a TLD and will probably carry more weight once developed. The backlinks of the free hosts TLD will not count for you when doing a link command search for that subdomain in G or Y. Subdomains have some great purposes, but I don't see this as being one of them.
