While testing some CPM campaigns we targeted a couple sites and set a max CPM and let it rip. The traffic came in fast, too fast with little conversions and we turned it off. However we kept accumulating clicks and charges for hours after the fact.. almost a grand in a couple hours. Poor max bid on our part, but we did make mention of the lag time to turn the account off to our rep. Perhaps this has happened to you as well?

Google just dropped a bunch of credits on us today.

We have identified a technical issue that caused a small number of paused AdWords campaigns to continue receiving ad impressions via the content network. We have confirmed that your account was affected. This caused some of your paused campaigns to accrue clicks and charges for content network impressions.

We have had this done for us as well.... something people need to keep an eye on. Good heads up.
