I want to create an affiliate system using dynamic links

e.g http://www.example.com?member=3

Will a site that adds this as a link increase the page rank of the site

i.e does the dynamic part effect the page rank effect?

Put simply, no.

Long answer...Page rank does include inbound links, however, content is king. If you really want to increase your PR, make great content.

Depending on a lot of unknowns here, there could also be duplicate content issues since
example.com?member=1
example.com?member=2
example.com?member=3
would all be the same page.
