When listing businesses on pages how closely do they need to resemble the intent of the page?

ex:
title: 'Car Repair Shops - Seatlle WA'

And on the page, are static links each leading to optimized submit forms for different types of car repair.

Also (and this is the question) are a number of listing of local car dealers, with their business names/address/phone numbers.

-Is there any penalty for doing something so closely related (some may be paid ads) and how directly related must the local listings be?
-Will Google and the other engines be able to seperate the two -- would these listings help optimize for those in Seatlle searching for 'car repair shops?
