I am just getting started having my old html static site redesigned, and the redesigned site will be dynamically generated pages using php. We are keeping the same domain name of course -- it is ten years old, with lots of inbound links. What are the best practices to make sure we have a successful transition in terms of keeping our good SEO value of the old site?

make sure you have a robots.txt file... and keep your URLs optimized:
http://searchenginewatch.com/showPage.html?page=3625670
should be:
http://searchenginewatch.com/make-money-on-analytics/
...among other things of course

Most important item: implementing 301 redirects from the old page URLs to the new ones. That way you can shift PR and current links from the old site to the new site. Good Luck!
