Charge Tax when shipping from overseas?

Is it neccessary to charge sales tax in any/all US states (and Canada) when shipping from overseas.

We just launched a site that ships cosmetics, makeup, fragrance and other beauty products from a Hong Kong warehouse and distribution center to the US & Canada - www.beautysteals.com.

I'm wondering if it is required for us to charge tax?
