Above type of backlinks will help in Google page rank of any site? Or HTML link format is the only way to backlink.
Looking for experts views ;)

A direct link to the url is preferred, as the search engines don't usually execute scripts.

Actually SE's can parse exit scripts however a direct link is always better as it is very rare that they actually do.
For instance the forum ozzu.com uses a CGI script to count/block PR passon in sigs to discourage spammers the link would be something like http://www.ozzu.com/counter/exit.cgi?http://www.seo-guy.com and this DOES count as a backlink to www.seo-guy.com

in my opinion i don't think search engines have the capability to follow your redirect link and process cgi scripts or php scripts that hold the actual links in them, of course i have no way of proving this. when it comes to SEO optimization and I want a link to be read by the search engine spiders i always use html links. in SEO Guys case the URL to the actual site is part of the link so the spider might be able to read it, but looking at your link it uses a ID number to match the redirect link with the actual link in your script so i don't think the spider can detect the actual site your link goes too.

I think I have an interesting example for you.
example 1 (http://www.google.com/search?hl=en&lr=&ie=UTF-8&q=link%3Awww.atlanticcoastgeorgia.com)
example 2 (http://www.google.com/search?hl=en&lr=&ie=UTF-8&q=link%3Awww.real-estate-owner.com)
Look at the www.ibsteam.net/wsnlinks/ - it shows up as backlink, but if you go to the actual link and look at the 5 most popular block you will notice that all the links are dynamic and have URLs like this ibsteam.net/wsnlinks/link.php?id=xxx - it works.

gemini, this is a unique case because it's php. Most cgi scripts' redirects don't work.
