I am currently getting more requests for PPC management than I can handle. Many times these businesses will ask me if I can recommend another provider. So far I haven't had a chance to find a good fit for this. Does anyone have experience in selling or otherwise handing these leads off, and how did it work out for you? Did you work out a residuals deal, one-time referral fee, give the leads away for free, or devise some other exchange of services?...

Savvy PPC marketers are indeed tough to find ... at least ones that are available!
I used to do the referral fee thing and now I don't bother. I'm of the "pay it forward" ilk with my business, meaning that I'm happy to refer a qualified prospect to someone I know in the industry who is talented and does good work. Those kinds of "favors" (if I can call them that?) make for good business all around.
Then again, if you don't really know anyone personally within your existing network, that makes it tough. You could always post RFPs around the web and sub it out. Depends on your comfort level with using subs for PPC.

I'd be interested to know this as well, but more from the other side. I've paid for leads before, although I don't have an affiliate program or anything like that set up, as it really depends on the project. I typically like to go with a percentage based commission, with the % based on overall size of the project. This works well for the referrer as well because it often leads to a recurring revenue stream for them.

@ Deepestblue - Did you ever find a solution?
Sounds like a good time to increase your fees and hire some folks to do all the work you just approve! :)
