If you do… you get redirected to “coca-cola.com/index-b.html” but the address bar will never display the simple URL, only the URL with the extra characters.
I've seen much worse examples where half address bar seems to be filled with extra characters.
Are their any SEO issues that could potentially result from always displaying extra characters in a URL like this?

Their goal is for this URL not to be indexed.

How would you accomplish that goal if people copy and paste the URL from the address bar while creating a link?

Yes in this case but, linking to the .com might be a better idea. I would just in case Coke changes their default homepage so that you don't have a dead link a year from now.
