Does Google Adwords offer better ROI better than other European contextual networks? Since I have specific services that suitable for European, what is the best contextual network to use for Europe?

It's impossible to answer this question in general, since your ROI depends on factors specific to your ad, your product, your product pricing, your landing page and your industry in general. The only way to proceed is to decide on your ROI target (from your business plan), then run ads and measure the actual ROI. If it's in your target range then you're in business :)

Google European traffic has been good to us... but as Abbot stated every thing is contingent on your ads etc....
You should always be doing ab testing of ads, landing pages etc.
