Alternative to Google Co-Op CSE?

Can someone please direct me to any search engine that does essentially the same thing as Google's Co-Op CSE (Custom Search Engine), or an independent search engine programmer who can create a custom search engine that responds to searches containing advanced operators (like "Intitle" and "Inurl" as Google does) but limits the search to a specific group of less than 300 domains.

The reason I ask is because I am interested in caching and reformatting the result page of such searches when nothing is found, but such caching and reformatting might be considered a technical violation of Google Co-Op's Terms of Service.
