I understand that Google has recently implemented a "landing page quality" initiative that turns off key words and raises the minimum bid for poor quality landing pages. I have also heard that some existing PPC arbitrageurs have been excluded from this based on a "grand father clause". Seems odd. Is this true, or is it just the case that Google has not yet gotten around to applying their new policy to all arbitraging landing pages?
