I know a long dead thread, sorry for reviving it.
But the ONLY Arabic contextual advertising/network is Ayna.com. Maktoob fell behind on that.

Tricky thing in the middle east as websites are screened and always suffer from the censorship "scissors". Ayna.com hand pick the publishers and the ads!
Dunno if google can afford to do that, but on a small scale, local SE do have the time and resources to do it.
