I don't know if there are many specialised agencies or consultants offering this service, but I'm sure it would be within the capabilities of more SEOs / SEO agencies.

Perhaps you could also look to have a development agency design and setup your blog, then hire a specialist within your field to handle the day to day content issues? This would give you more specialised content rather than stuff simply written by marketing agencies.
