I was wondering if let's say 100 links from different websites with 0 PR point at my blog URL will my blog have better ranking position?

Just because a blog has a PR of 0, does not mean that the site is not indexed or even ranking for terms. Google seems to only update their tool bar PR 2 or 3 times a year, where in fact the blog very well may have pr.
As long as the site is indexed, and the content is relevant a link from one blog to another will help you.
As a second tier search technique, you may also want to consider your blog's technorati ranking which is very much based on how many blogs (not web sites) link to your blog.

yup...i agree with rockcoastmedia, but if you're really want to get a good PR, you should have a good contents and link with blog that got a high PR than you. But , low PR also can. It will help your PR for long term effect. :)

Keep in mind that what you see in the Google toolbar is not necessarily the internal PR number that Google has: the PR that we see isn't necessarily the right number because it's only updated every three months or so.
I would concentrate more on looking at the topic of the blog (is it related to your site?) and if that blog that's linking to you has a lot of backlinks.
