I belive they are talking about link value, right?
What about the actual indexing of the site?
This could be a seperate issue.
At the bottom of the article, of 3 years ago:
I’m happy to affirm that this statement which was true in 2003 is still true now. Who affirms this, the wrtier of the article or Google rep?
Then too of course there is Yahoo and MSN
I guess what I'm really getting at is if the $1.50/mo or so per/mo most hosts charge for a dedicated ip is really worth it.

It definitely does make a huge difference. If you have a general IP and many sites are referred through that same IP, If one of that site does not do well, all the other sites would be effected.
I am talking about the long term perspective. Also about competitive keywords
