Is there any special techniques that can be used to optimize a wordpress blog on my server for SEO. One issue I see is no way to change the title tags on each page, where it seems to take the blog name for the home page.

I have several hundred 600+ inbound links

I have pinged Technorati manually and used pingoat as well as pingomatic every time I add a new blog.

There is plenty of content, about 30 articles.

What else can I do? What else should I do to optimize my blog?

Optimizing a blog is very similar to optimizing any other type of site. If you search Google for "search engine optimization for blogs" you'll most likely find some articles that cover the issues quite nicely.

WordPress uses a template (WP calls it a Theme), so you'll need to edit your template to make the changes to title tags, meta tags, etc. that you're wanting to make.

You'll also want to edit or add to your ping list so it sends out pings to the proper places--you cannot really easily send pings in relation to older posts, you'll need to make fresh posts. Pings are sent out when you update your blog and add posts, so part of the overall optimization process also involves writing content on a regular basis to keep it all "fresh".
