keyword elite combined with an adwords, adsense, word tracker, and keyword discovery accounts. Just make sure you run it on a seperate IP or youll get blocked from yahoo and google. If used correctly, you can pump out around 30k keywords for most industries.

Depends on what you need to do. Instant Keyword Research is a very good tool and is very inexpensive. Keyword Elite is probably the best overall tool. Reviews at [edited]

If you are really serious, keywordtracker is a great tool. I think it's the best hands down.

Most of the keywords tools seems outdated, it does not give proper search results even few of them repeat same keywords many time. goodkeywords.com gives some good results though I would prefer to study log files and articles to find some good keywords.

My experience thus far is that depending on where you are in the 'lifecycle', you'll want a different set of tools. If you're looking for volume or starting from scratch, you may want to go with the free/cheaper tools like wordtracker that can get you 70% there. There are some great posts under the 'Mining the tail' thread on refining these.

Other tools that look specifically at verticals include Hitwise, but cost more $. Beyond that, starting working with your competitors sites, scanning keywords from them, typing in terms into the engines and observing what they respond with and where, services like Alexa will give you related sites. Lots of shoe-leather. Here's a good article as an intro.
