Curious to know if directory submission are a good way of generating links popularity. Are people getting these sort of jobs done in east like India, singapore or other cheap ports.

Particularly link building being a manual job, many busy people around the world are getting their jobs outsourced from many countries.
how much do ppl in india charge for link buildings...do they charge per/hour or on the # of links they submit to the directories...

I would suggest to do it manually, possibly they're charging on hourly basis $10 to $12/hour.

Other than a handfull of big directories, links from directories don't really help that much. 99% of directories out there are bland and rarely visited by humans unless they happen to rank well (usually within niche markets).

Are directories meant more of Human use or its primarily aimed at SE marketing. I feel normal users dont look much of their needs from the directories but the SE crawls through the links and helps building popularity. Enlighten me on this thought. I appreciate!!

Major web directories & trusted, related sites which has good PR is good enough to get the sites indexed and get traffic. However, every search engine friendly directories has its own merrits. There is nothing wrong in submittig to other directories, as no known knows which link can send traffics. Wherever possible i.e. in forums, articles, message board etc., leaving the links will certainly send some traffic.
Initially I also thought that listing in other directories are useless, but now i am experiencing that eventhough they are not sending mass traffic, the collective amount of traffic from the other Dir's are not bad at all.
