My first post but I have been lurking for a while and have read a lot of the useful information here!
I would like to have your opinions on what on-page factors contribute to a good quality link. I have read that too many outbound links will dilute the quality of the link and that the page topic should be related to the linked-to page. Are there any other factors do you think? Like keywords in the title or in close proximity to the link for example?

I've read that link age and link ranking for specific keywords are also important

I'm assuming that you are referring to links on pages on other peoples sites which link to your sites. The content of the page and how relevant it is to the content of your page is important as is the placement of the link (is it found within the keyword rich content of the page, or off in it's own space, so to speak). Finally, it is important for the keyword to be in the title of the referring page as well as for the page to be generally well optimized for the relevant keyword.

Yes, all of the above. Think about it in terms of the big picture:
You have a page about red widgets. You're getting a link that says "red widgets" in the anchor text. That's great. But, that link will have more juice if it appears on a page about red widgets (as determined by content, page title, etc.) than if it appears on a page about green doodads.
