1. How much is the max. allowed amount of words to put in the keywords META tag?, also, how many words is a suggested good amount and why?, should I not overdue it and why?

2. What's the best choice, submitting to search engines by hand or by a paid submittor and why?

Also, is there an easy way to do this?.. like if you submit to a no. of engines, the others will automatically pick the site up since they're powered by the first one?..

Could someone give me a list for the main engines I need to submit to?

The keywords meta tag is very unimportant. Use less than 30 to 40 words there, or don't bother at all.

The title tag and the meta description are very important. They should be different on every page of the site.

There is no need to submit to any search engine. They find you using links from other sites that they have already indexed. They find your link the next time they revisit those sites.
