Reporting domain spam using redirection

Anyone have any suggestions for getting rid of this guy?

He has hundreds of thousands of subdomains on these urls pointing to redirects that contain my urls, titles and descriptions.

I've emailed google (through sitemaps and regular search) and just recently sent an email to his host.

Send in a spam report using the form right here:

Report a Spam Result (http://www.google.com/contact/spamreport.html)

Google prefers solutions that scale, but the reports do get looked at and handled appropriately.

Are there any copyright issues with what this guy is doing?
