When a user enters a keyword into Google, is the quality score based at keyword level, ad group level or capaign level?

e.g.

Campaign - First Name

Ad group - Joe


Keyword 1 - Joe Bloggs CTR 90%
Keyword 2 - Joe Gloggs CTR 5%
Keyword 3 - Joe Smoggs CTR 1%

e.g. does it matter having bad performing keywords in an adgroup?

would Joe Bloggs keyword perform just as well if remains in the same ad group than if it was on its own adgroup and own capaign, where it was the only keyword?

It is my understanding that it is keyword & ad copy based.

There is also some good information about Quality Score related matters on the Inside AdWords blog.

Below is a link to one of my favorites - because it sheds light on something that lots of advertisers have been confused about: that one's Minimum Bid for a keyword is not related to the number of competitors one has for that keyword.

Cheers for the feedback guys, but it hasn't really answered what I looking for. I am after the level that the quality score judges the CTR of a keyword.

I am probably not being the most clear in my questioning, sorry. But, is the quality score based at keyword level, ad group level or campaign level?

The reason I ask is because I have some valuable keywords that convert, but have a low CTR. I am worried the low CTR will have a negative affect on it neighbourhood of keywords. What I want to find out is how big is the neighbourhood?

is it just itself - the keyword or the ad group or the campaign's that has an affect on quality score when analysiing the average CTR?

Quality score is to the individual word.... obviously similar words will have similar impact/decisions etc.

That makes sense, but I got confused when I saw a Learning Center Module that seems to say an Account has a Quality Score:
6. Optimization
c. Performance : Optimizing an Account with a Low Quality Score
