How can someone become a moderator of this forum and what are requirements needed for being a modertor.

Becoming a moderator for a specific forum is usually rewarded to users who are particularly helpful and knowledgeable in the subject of the forum they are moderating.

Why we are not allowed include links in our signature like other forums. I think you should allow this.

Because the purpose of this forum is to provide information, not link dumping opportunities.
You can put your site URL in your profile, and I notice you have stuffed it into your title, so I'm not sure what your concern is.
One of the first steps to becoming a moderator is to understand that the forum is to help people, not to drop links whenever you post. We've found that by allowing sigs, a lot of people make useless posts just so they can have another opportunity to get their links listed.
Without sig links, people tend to post better, rather than more often.
From your posts in other areas, it seems to me that you want to become a moderator so you can get some links in your title (http://forums.searchenginewatch.com/showthread.php?t=13078). That is absolutely the wrong reason for doing so, and I'm rather insulted that you think so poorly of the position.
It's a lot of (unpaid) work and responsibility to be a mod, and a privilege to be asked. It's not about being able to drop links.

Ok thanks. Actually I thought that we are not allowed to use signatures so I can use my URL in the title if it is against the guidelines then feel free to edit it.

If you have to ask to become a moderator, then there's a good chance that you might not become a moderator--at least that's how a lot of the major forums work.
Moderators are typically leaders in their field/topic of expertise and are always regular contributors to the forum.
