How does Alexa use its tool bar to detect sites that people visit who visit your site as well?

As I see over 114 vistis and no replies, I am going to assume my question was not that clear, so I will restate it.
When you go to Alexa and view traffic for a site. One of the options is what other web sites to people visit who also visit the site you are viewing traffic for. How does Alexa know this and is their a way to optimize for that querry.

not positive rockcoast but I think it has to do with the linking neighborhood the site is in. For what I am visualizing, check out kartoo or webzari (http://www.seroundtable.com/archives/004236.html - I link to this because it will introduce you properly since the Yahoo! site is in Korean).
Perhaps it simply reverses the highest referring websites and assumes since people visited from there they would probably visit those sites "more often." So maybe the way to optimize might be to throw up a link to the site in question and hope to lead lots of traffic to it? :D
Just a stab in the dark on this one...
