I have a site listed in the regional of dmoz. Can I submit to another category if it i have legit content for that category?

You can but its a toss up as to whether they will accept it or not.

There is no bar on submitting to a topical category if you have a listing already in Regional. It's pretty common for a site to be listed once in a regional category and again in a topical one, if it fits the criteria for both.

There is no limit to the number of categories that you can be listed in, you just need to make sure that you have relevant content for any category that you decide to submit your site to. Note, you CAN custom make content for the category so as to help your chances of getting accepted.

Wrong. You are only allowed to suggest your site to the ONE best category. And you are not allowed to suggest any deeplinks.

Pagode, I've seen some sites that appear in more than one category. Go to dmoz.org and search for cnn. First two results come from different categories.

There are quite a number of sites that are listed in more than one category -- here (http://www.domaintools.com/internet-statistics/dmoz-listings.html) is a list of the sites with the most listings in DMOZ.
Pagodes point though is that technically speaking one is not allowed to suggest deeplinks. However, DMOZ understands (http://www.dmoz.com/newsletter/2001May/deeplink.html#Type2) that at times people will suggest deeplinks and they even have guidelines for their editors on when to accept those deeplinks. In particular, if a site owner suggests a deeplink with quality content related to a category which is in need of more relevant content then it seems that he should have a good chance of getting his site listed.

There is a big difference between suggesting deeplinks and multiple suggestions from the same site, this is not allowed (1), and listing a site multiple times or listing deeplinks, this is allowed but only editors can decided to do so.
(1) technicaly there are some situations where more than one suggestion is allowed.
- the site is available in several languages, suggestions are allowed for all of these languages
- the site fits both within a topic and within regional, suggestions to both is allowed

Not only technicaly.
From the rules you accept when suggesting a site:
"Multiple submissions of the same or related sites may result in the exclusion and/or deletion of those and all affiliated sites."

There are specific articles from CNN that are posted on appropriate categories. So I see some deep links posted there. Yeah probably within the discretion of editors and may not be practiced recently.
