Basic AdWords questions...

Hello,

I have two basic questions:

1) When I target a country in adwords - for example I target France, will my ads appear only in google.fr and all the french google partner websites, and in adsense on websites hosted in France/have French as their primary language, or will any surfer that has a French ISP see my ads regardless of where he searches from, or the website he surfs?

2) If I want to target France, do I have to sign up to the French adwords (in google.fr) for better results, or is it the same effect if I simply just target France from my account on google.com?

Pick France in the country selection and you will appear to people with French IP addresses... if you are in France you see it - well the majority will.
Use French and English and have different landing pages for each language and you should be good.
