From what I understood, inorder to get a high PR is to get a lot of incoming links to your website.
What I dont understand however is how some websites can get a PR without any incoming links at all, 3 at most.
Can someone please explain why this is?
Can it be possibly based on content too?

For a better numerical accuracy check the links with Y!/MSN.

A page can easily have PR4 with only one link from a good PR5 page. It depends on the amount of PR the linking page has and is passing on.
Can it be possibly based on content too?No, it's got nothing whatsoever to do with content. Good content may attract links, but PR is based only on the value of links.
