A lot of the manual submissioin directories are free, but some want like $5 for an expedited review. What is the word on this? If I am submitting to like 200 directories, is worth spending money? What about the reciprocal link ones? Thanks, i am a newbie. any input helps.

There are only about 5-10 directories worth your time these days, so I would pass on the idea of submitting to 200 directories.
What you want is to submit to trusted web directories -- the ones that might actually provide a beneficial link. Some of these will cost money, some will not. I don't know if any of them require a return link, but I would be hesitant to submit a directory that does.

That second one doubles as an order form for directory submission services, but you can still gain some information about various directories and their IBL patterns.

I would also say - find as many local directories as you can... if your site can be vertically optimized. they will do you some serious good.

The SEO Company list previously posted is one of the few resources I highly recommend. Bob has done a lot of research and knows directories well. Most of the newer directories are a waste of your time; they have few cached pages and will offer no link value. I see so many people running around submitting to 200+ directories thinking it will help them. Be smart about directory submission and submit to a handful of directories that will give you link value.
