Help me in exchanging links!

hi,
i am new to link exchange. can someone give me some tips to link exchange. daily i send many request but i recieve about null response. even i add first to their sites but eventhough no response. if possible tell me a request format for sending mail to equal pr, lesser pr or higher pr sites. my site pr is 3.

Thank for giving response to me.
a few days ago my site's resource page were cashed but since last 1 weak it is not showing cashed. what may be the reason i am worried and that's one of the reason's i am not getting link back.

pls can some tell me expected reasons!
