HI, my client is in the travel field and one of is competitor is heavily stuffing keywords on his pages.

He's repeating keywords with little variations and linking them toward his site.
Is this considered keywords spamming?
Do you think that's helping him with his ranking?

He's repeating keywords with little variations and linking them toward his site. Are the keywords page text or anchor text? Where is he repeating the keywords, and from where are they linking to his site?
If the variations include:jaming keywords by using small fonts,Repeating keywords at the top or bottom of the page,hiding keywords using the text color same as background colour,using all caps in keywords,over using of keywords-then it's obviously keyword spamming.These are the techniques to trick SE's.And any techniques to trick SE's would hider ranking.

No, no such techniques, There just repeating keywords in anchor text forever, like:
Luxury hotels France
Luxury hotels England
Luxury hotels Japan
Luxury hotels Mexico
Luxury hotels Egypt
Luxury hotels Thailand
and so on... Is this helpful in any ways??

Does he actually sell products along these lines? If not, I would say it's keyword spamming; but should he be selling these products, then he needs to make it structurally balanced and flow together.
One rule of thumb is to allow content to flow with a natural beauty that would make sense to potential customers or readers without alienating SE robots. Natural flow is the essence of beauty :).
