My client wants to use SSL. So, he wants all the links to use HTTPS. Does this matter to search engine? Will he lose his pagerank if he uses HTTP:/ /www.domain.com to link to other website.

it snot good practice for a whole site to be https because it means that a lot of people going to that site will be presented with a security message on entering and leaving - that's something which is acceptable if they're reaching an area where they're going to input personal details but imho not good otherwise (any message box is an opportunity for the visitor to decide to not bother and just go away imho)
but to answer your specific question no a site won't loose pagerank because its linking to a non secure site, links and PR will be exactly the same as they would between two non secured sites as far as I know.
